지반조사, 건설공법 등 기술검토 및 사업추진조직 마련 등

신공항 건설계획 구체화 

 

 

□ 국토교통부(장관 원희룡)는 가덕도신공항기본계획 수립을 위한 용역을 8월 31일 착수한다고 밝혔다.

 

□ 가덕도신공항 건설사업은 지난해 3월 특별법이 제정·공포된 이후 올해 4월까지 사전타당성조사를 완료하고 예비타당성조사를 면제받았으며, 이번에 신공항 건설계획을 구체화하는 기본계획 수립을 시작함으로써 가덕도신공항 건설이 본 궤도에 오르게 되었다.

 

□ 국토교통부는 기본계획 수립과정에서 사전타당성조사에서 제시된 공사기간․건설공법(매립식, 부유식 등) 등에 얽매이지 않고 현재까지 도출된 다양한 의견에 대해 객관적으로 검토하여, 최적의 대안을 마련할 계획이며,

 

 ㅇ 특히, 용역 진행상황 및 검토내용을 지자체와 수시로 협의하여 투명하게 공유하고, 해양 지반조사, 수치모형실험, 건설공법 및 장애물 검토, 운항안전 시뮬레이션 등의 철저한 기술검토도 시행하여, 신공항의 안전과 품질이 확보되도록 기본계획을 마련할 예정이다.

 

 

 

□ 또한, 국토교통부는 가덕도신공항이 해상에 입지하여 대규모 사업비가 소요되고 공사 난이도가 높다는 점, 2030 부산 세계박람회 유치를 지원하기 위하여 조속한 건설이 필요한 점 등을 고려하여, “기본계획 수립과정에서 관련 전문가와 엔지니어의 면밀한 기술검토를 거쳐 공사기간 단축방안 등 조속한 건설 방안에 대하여 적극 검토할 것”이라고 하면서,

 

 ㅇ 신공항 건설 업무를 담당할 사업조직(건설공단 등) 구성 방안도 마련하여 기본계획수립 이후 설계·시공이 신속하게 진행될 수 있도록 할 계획이라고 밝혔다.

 

□ 환경분야에 있어서도 전략환경영향평가(‘22.8~’23.8) 과정에서 면밀한 해양 및 육상생태조사를 실시하여 가덕도신공항 건설에 따른 불가피한 환경훼손에 대한 저감 방안도 적극 마련할 계획이다.

 

□ 국토교통부 하동수 항공정책실장은 “가덕도신공항은 단순히 부·울·경 지역 주민의 항공편의만을 제공하기 위한 공항이 아니라, 신공항을 통한 지역 경제발전, 부산신항과 연계한 Tri-Port 구현 및 항공산업과 관련된 물류산업의 동반 성장 등 부·울·경 지역의 신성장 동력이 되는 명품 공항으로 자리매김 할 수 있도록 내실있는 기본계획 수립에 최선의 노력을 다할 것”이라고 강조하면서,

 

 ㅇ “전문가와 엔지니어들의 기술 검토와 관계기관 및 지자체와의 협의를 거쳐 공사기간이 최대한 단축될 수 있도록 최선의 노력을 다할 것”이라고 밝혔다.

 ㅇ In particular, the service progress and review details are frequently discussed with local governments and shared transparently, and thorough technical reviews such as marine ground surveys, numerical model experiments, construction methods and obstacles reviews, and flight safety simulations are conducted to improve the safety of the new airport. A basic plan will be prepared to ensure quality.

 
□ In addition, the Ministry of Land, Infrastructure and Transport, in consideration of the fact that Gadeokdo New Airport is located on the sea, requires a large project cost, and the construction difficulty is high, and that prompt construction is needed to support the bid for the 2030 Busan World Expo, “In the process of establishing the basic plan, We will actively review construction measures such as shortening the construction period after thorough technical review by experts and engineers,” he said.

 
 ㅇ He said that he plans to prepare a plan to organize a business organization (construction corporation, etc.) to be in charge of the construction of the new airport so that design and construction can proceed quickly after the establishment of the basic plan.

 
□ In the environmental field, we plan to actively prepare measures to reduce the inevitable environmental damage caused by the construction of Gadeokdo New Airport by conducting a detailed marine and terrestrial ecology survey during the strategic environmental impact assessment (‘22.8~’23.8).

 
□ Dong-soo Ha, head of the Aviation Policy Department of the Ministry of Land, Infrastructure and Transport, said, “Gadeokdo New Airport is not just an airport to provide flights for residents of Bu/Ul/Gyeonggyeong. We will do our best to establish a substantial basic plan so that it can be positioned as a luxury airport that will become a new growth engine for the Bu, Ul and Gyeong regions such as the shared growth of the related logistics industry.”
